Under the general direction of the Manager, Motor Carrier Safety Program (MCSP), the Motor Carrier Specialist (MCS) III plans, organizes, and supervises work related to the following: the federal New Entrant Safety Assurance Program (NESAP); the statewide school bus officer/coordinator program; the tour bus, modified limousine, and farm labor vehicle terminal inspection programs; commercial vehicle drivers' hours-of-service (HOS) and records of duty status (RODS) requirements; commercial vehicle and equipment inspection procedures; development, analysis, and administration of statutory proposals, regulations, departmental manuals, and forms related to the Public Utilities Commission, drivers' HOS, and RODS; and the regulatory rulemaking process for matters associated with the MCSP. The MCS III oversees the preparation, revision, and maintenance of unit publications; departmental manuals and guides; statistical reports; and bill and regulatory proposal analyses. The MCS III is responsible for supervising and directing the day-to-day activities of two MCS IIs, two Associate Governmental Program Analysts, and two Retired Annuitants performing administrative duties at headquarters.
